Summary: This bill would require the Department of Transportation (DOT) to work with the Department of Environmental Protection, the Department of Consumer and Worker Protection and the Department of Small Business Services to review the impacts of package deliveries. DOT would be required to file with the Mayor and the Council and post on its website an annual report about the volume of deliveries and the impact of such deliveries on traffic and air quality. This bill would also require a plan to reduce detrimental impacts of package deliveries to be included in the annual report.

A Local Law to amend the administrative code of the city of New York, in relation to requiring a report on package deliveries

 

Be it enacted by the Council as follows:

 

Section 1. Title 19 of the administrative code of the city of New York is amended by adding a new section 19-170.3 to read as follows:

§ 19-170.3 Report on package deliveries. a. On or before April 30, 2023, and annually thereafter, the commissioner shall, in consultation with the department of environmental protection, the department of consumer and worker protection, the department of small business services and any other relevant agencies, submit to the mayor and the speaker of the council and post conspicuously on the department’s website a report regarding package deliveries. Such annual report shall include to the extent practicable, but need not be limited to, an analysis of the following information for the prior calendar year:

1. The estimated daily, monthly and yearly volume of package deliveries disaggregated by:

(a) Delivery hour window;

(b) Carrier;

(c) Zip code of package destination; and

(d) Delivery success rate;

2. An assessment of package delivery vehicle traffic, including the estimated daily, monthly and yearly volume of package delivery vehicles disaggregated by:

(a) Carrier; and

(b) Zip code of package destination;

3. An assessment of any environmental impacts of package deliveries including but not limited to changes in air quality; and

4. A review of companies delivering over 5,000 packages each day in the city including any business practices of such companies that are especially beneficial or harmful to the city.

b. The report required by subdivision a of this section shall include a plan to reduce any detrimental impacts of package deliveries.

§ 2. This local law takes effect 120 days after it becomes law.
