A Local Law to amend the administrative code of the city of New York, in relation to Local Law 29 of 1997.

Be it enacted by the Council as follows:

Section 1. Local Law 29 of 1997 is REPEALED.

§ 2. Any concession granted by the department of transportation for the operation of newsstands pursuant to section three of local law 29 of 1997 shall be of no further force and effect as of the effective date of this local law. Within sixty days of the effective date of this local law, the commissioner of the department of consumer affairs shall reissue any license terminated pursuant to section three of local law 29 of 1997, which was valid and current on December 30, 1997, to the holder of such license for the location at which such licensee was operating the newsstand on such date. Such newsstand license shall be reissued for an annual fee of five hundred thirty-eight dollars and shall be subject to all of the requirements of subchapter seven of title twenty of the administrative code relating to newsstands as amended by this local law. Pending the actual reissuance of any license pursuant hereto, any person who held a valid, current license to operate a newsstand on December 30, 1997 shall be deemed to be a licensee for the location at which such licensee was operating a newsstand on December 30, 1997, as of the effective date of this local law, and shall be subject to all of the requirements of subchapter seven of title twenty of the administrative code relating to newsstands as amended by this local law.

§ 3. This local law shall take effect immediately.
