Summary: This bill would require the Human Resources Administration to conduct biannual trainings on best practices in identifying persons who may be eligible for adult protective services (APS) and on how to refer individuals to APS. This training will be made available to appropriate employees of several agencies, and will also be made available to employees of New York City’s civil and criminal courts and the New York City Housing Authority.

A Local Law to amend the administrative code of the city of New York, in relation to adult protective services training for certain employees of the city of New York

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 1 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-137 to read as follows:

§ 21-137 Adult protective services training. The department shall conduct biannual trainings, in accordance with article 9-b of the social services law and any applicable rules and regulations thereunder, on best practices in identifying persons who may be eligible for adult protective services and how to refer such persons to adult protective services. Such training shall be made available to appropriate employees of the following agencies, as determined by such agencies: the department for the aging, the police department, the department of parks and recreation, the department of housing preservation and development, the department of homeless services, the department of health and mental hygiene, and such other agencies as the mayor may assign, and shall also be made available to the civil and criminal courts of the city of New York and the New York city housing authority.

§ 2. This local law takes effect immediately.
