A Local Law to amend the administrative code of the city of New York, in relation to authorizing an increase in the amount to be expended in thirteen business improvement districts

 

Be it enacted by the Council as follows:

 

                     Section 1.                      Subdivision a of section 25-420.1 of the administrative code of the city of New York, as amended by local law number 69 for the year 1996, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Steinway Street business improvement district beginning on July 1, [1996] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two hundred fifty thousand dollars ($250,000)] three hundred twenty-five thousand dollars ($325,000).

                     § 2.                       Subdivision a of section 25-423.1 of the administrative code of the city of New York, as amended by local law number 61 for the year 2007, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 34th Street business improvement district beginning on July 1, [2007] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [nine million two hundred sixteen thousand dollars ($9,216,000)] nine million two hundred ninety-one thousand five hundred dollars ($9,291,500).                     

                              § 3.                      Subdivision a of section 25-424 of the administrative code of the city of New York, as amended by local law number 30 for the year 2002, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Myrtle Avenue business improvement district beginning on July 1, [2002] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [three hundred thousand eight hundred forty-five dollars ($300,845)] four hundred six thousand one hundred forty-one dollars ($406,141).                     

                     § 4.                      Subdivision a of section 25-426 of the administrative code of the city of New York, as amended by local law number 30 for the year 2005, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 82nd Street business improvement district beginning on July 1, [2004] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one hundred ninety-four thousand nine hundred dollars ($194,900)] two hundred twenty-four thousand four hundred fifty dollars ($224,450).

                     § 5.                      Subdivision a of section 25-428.1 of the administrative code of the city of New York, as added by local law number 61 for the year 2007, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Lower East Side business improvement district beginning on July 1, [2007] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [two hundred forty-five thousand two hundred dollars ($245,200)] two hundred ninety thousand four hundred  dollars ($290,400).                                          

                     § 6.                       Subdivision a of section 25-438.1 of the administrative code of the city of New York, as added by local law number 93 for the year 1995, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Village Alliance business improvement district beginning on July 1, [1995] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [five hundred nine thousand dollars ($509,000)] nine hundred eighty-four thousand nine hundred dollars ($984,900).

                     § 7.                     Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-443.1 to read as follows:

                                          § 25-443.1 Sunset Park 5th Avenue business improvement district.

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Sunset Park 5th Avenue business improvement district beginning on July 1, 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of three hundred thousand dollars ($300,000).

                                          b.  The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the Sunset Park 5th Avenue business improvement district plan.

                     § 8.                     Subdivision a of section 25-450.1 of the administrative code of the city of New York, as added by local law number 30 for the year 2002, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Lincoln Square business improvement district beginning on July 1, [2002] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one million six hundred sixty-five  thousand  dollars ($1,665,000)] two million dollars ($2,000,000).                     

                     § 9.                     Subdivision a of section 25-451 of the administrative code of the city of New York, as amended by local law number 30 for the year 2002, is  amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Church Avenue business improvement district beginning on July 1, [2002] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one hundred forty-five thousand dollars ($145,000)] one hundred eighty-eight thousand five hundred dollars ($188,500).

                     § 10.                     Subdivision a of section 25-452.1 of the administrative code of the city of New York, as added by local law number 10 for the year 2004, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the 47th Street business improvement district beginning on July 1, [2003] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [three hundred thirty-one thousand three hundred sixty-seven dollars ($331,367)] five hundred thousand dollars ($500,000).

                     § 11.                     Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-455.1 to read as follows:

                                          § 25-455.1 Columbus Avenue business improvement district.

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Columbus Avenue business improvement district beginning on July 1, 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of three hundred eight thousand eight hundred dollars ($308,800).

                                          b.  The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the Columbus Avenue business improvement district plan.

                     § 12.                     Chapter 5 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-457.1 to read as follows:

                                          § 25-457.1 Kingsbridge business improvement district.

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Kingsbridge business improvement district beginning on July 1, 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of three hundred twenty-nine thousand dollars ($329,000).

                                          b.  The amount of such expenditure to be levied upon each property in the district shall be determined in accordance with the method of assessment set forth in the Kingsbridge business improvement district plan.

                     § 13.                     Subdivision a of section 25-459 of the administrative code of the city of New York, as added by local law number 36 for the year 2003, is amended to read as follows:

                                          a.  The city council having determined, pursuant to subdivision b of section 25-410 of chapter four of this title, that it is in the public interest to authorize an increase in the amount to be expended annually in the Brighton Beach business improvement district beginning on July 1, [2003] 2008, and the council having determined further that the tax and debt limits prescribed in section 25-412 of chapter four of this title will not be exceeded by such increased expenditure, there is hereby authorized in such district an annual expenditure of [one hundred sixty thousand dollars ($160,000)] one hundred ninety thousand dollars ($190,000).                     

                     § 14.                      This local law shall take effect immediately and shall be retroactive to and deemed to have been in full force and effect as of July 1, 2008.
