This bill would establish a task force to examine labor issues related to neighborhood rezonings approved after January 1, 2016. The task force would consist of public officials and representatives from construction, labor and community organizations. The task force would be required to submit a report of its findings and recommendations to the Mayor and the Speaker of the Council. In developing the report, the task force would be required to examine the use of any contractors or subcontractors with a history of labor, construction or worker safety violations on affordable housing or economic development projects related to neighborhood rezonings, as well as the efficacy of the HireNYC program and other efforts to connect job openings to City residents in connection with neighborhood rezonings.
