The proposed bill would require the Department of Environmental Protection to study and report on the presence of contaminants from combined sewage overflows in New York City’s waterways and the Department’s progress toward milestones noted in the sewer overflow long term control plan. The Department is also required to study the effectiveness of its current regulations and chlorination treatments for raw sewage. The Department would then develop a watershed management plan as well as a green infrastructure plan with the assistance of an advisory group. Both the study and report are required on a yearly basis and the watershed management plan is required on a yearly basis beginning in 2023. The commissioner would also be required to hold a public meeting to present the reports and allow a public comment period before finalizing any plans or recommendations.
