This bill would require that over five-year periods, beginning in fiscal-year 2027, the department of housing preservation and development enter into executed agreements to create a number of homeownership opportunity units that equals or exceeds 4 percent of new construction affordable units created citywide during that same five-year period. The bill would further require that, at least, forty percent of the homeownership opportunity units be newly created homeownership units.
