This bill would require the Procurement Policy Board to promulgate rules requiring the immediate disbursement of 50 percent of the value of a non-profit contractor’s payment voucher for goods, services or construction as an advance upon registration by the Comptroller. It makes exceptions for specific contracts processed by the Department of Homeless Services for temporary housing assistance and any contracts processed by the Office of Criminal Justice, which would instead receive a 25 percent immediate advance and a 30 percent supplemental advance on January 1. The bill includes exemptions for state or federal contracts where advance payments conflict with state or federal law, and for contractors who failed to submit required invoices from the prior fiscal year.
