The bill would also include exemptions for state and federal contracts where advance payments conflict with state or federal law, and would permit agencies to withhold advance payments from contractors who failed to submit required invoices for three or more consecutive months in the prior fiscal year due to contractor non-compliance rather than agency processing delays.
