A plan to expand access to temporary public bathrooms at certain special events held during the World Cup.
Status: Laid Over in Committee Committee on Economic Development
Sponsored by Shaun Abreu
Introduced: April 16, 2026

This bill would require the mayor's office of citywide event coordination and management and the department of parks and recreation to require, to the extent practicable, that the organizer of a "special event" during the 2026 World Cup ensure provision of temporary public bathroom access for attendees. A "special event" is defined as an event on city-owned land during the World Cup for which a permit has been issued by either office and where expected attendance exceeds 500 people. As a condition of the permit, the relevant office or department may require the organizer to: post wayfinding signage directing the public to available temporary bathrooms; ensure temporary bathrooms are open and accessible throughout the event; ensure temporary bathrooms are cleaned, maintained, and appropriately staffed; provide accessible bathrooms in accordance with applicable federal, state, and local law; and, where feasible, ensure the provision of washbasins or hand disinfectant dispensers near such temporary bathrooms.
