This bill would require the Department of Education (DOE) to report on the training and continuing education requirements for community district education councils (CECs) and issues of discrimination that arise in the course of CECs’ work. The Chief Equity Officer, or an office or agency designated by the Mayor, would create a diversity, equity and inclusion training for CEC members and other educational leaders. The training’s purpose would be to improve CECs’ ability to recognize, combat and prevent discrimination and inequity, including anti-Black racism, in educational and policymaking settings. Such training would include information on the history of discrimination in New York City schools; implicit bias; civil and human rights laws; and best practices and practical advice in relation to CECs’ powers and duties. DOE would be required to notify CECs of such training’s availability on DOE’s website and to report the number of CEC members who complete such training annually.
