This bill would establish an exemption from certain department of sanitation (DSNY) residential enforcement actions. During DSNY’s citywide routing system for the enforcement of residential littering violations, DSNY would be prevented from issuing notices of violation, appearance tickets, or summonses for residential premises when a property owner, lessee, tenant, occupant, or other person in charge of the premises is present and actively cleaning or preparing to clean the premises.
