This bill would establish budget-readiness and invoiceability standards for certain human services contracts. It would require the city chief procurement officer (CCPO), in consultation with the office of management and budget, to establish standards and procedures for making covered contract actions invoiceable. Under the bill a contracting agency would be required to complete the budget and system approvals needed for invoicing no later than the contract start date, the effective date of the covered contract action, or the date on which the Comptroller registers the contract. Where a covered contract action is not invoiceable by that deadline, the covered agency would be required to notify the contractor and the city chief procurement officer of each step that remains outstanding and the expected date by which the action will become invoiceable. The bill would also require the CCPO to report quarterly to the Mayor and Speaker on covered contract actions that were not invoiceable by the applicable deadline.
