This bill would require the City Chief Procurement Officer (CCPO) to develop model procurement staffing plans for human services agencies. Each model staffing plan would be scaled to the amount of procurement work undertaken by an agency and would include the minimum recommended number of procurement staff, titles of recommended procurement staff, sample job descriptions, and sample organizational charts. The CCPO would be required to submit the model staffing plans to the Mayor and Speaker of the Council, distribute the plans to human services agencies, and make best efforts to discuss the contents of the plans and solicit feedback from the human services agencies. The CCPO would be required to report on the steps taken to distribute and discuss the plans with human services agencies and summarize the feedback received by the agencies, as well as compare current staffing levels with the model plans and provide recommendations regarding human service agency staffing.
