This bill would require the Department of Design and Construction (DDC), in consultation with the Mayor’s Office of Contract Services and other relevant agencies, to establish time frames for contracting agencies to complete approvals and make determinations on change order requests on capital projects of no more than $10 million. Where a contracting agency does not complete an approval or make a determination on a change order request within the appropriate time frame, the agency would have to give the contractor a written explanation within 10 days and include the date by which the agency expects to act.
