This bill would expand the alternative enforcement program (“AEP”), a program through which the Department of Housing Preservation and Development (“HPD”) selects distressed buildings to prioritize enforcement actions. This bill would require HPD to add 400 buildings to the program each year. This bill would also require that 100 of the buildings identified by HPD each year be recidivist buildings that have previously been discharged from the program and are again distressed.
