This bill would require the Department of Citywide Administrative Services (DCAS) to conduct a bifurcated assessment of existing employee resource groups at city agencies and mayoral offices every five years. First, the department would be required to conduct outreach to the organizers of at least five known employee resource groups to request information about their experience of organizing such group. Secondly, the department would be required to distribute a survey to all employees of city agencies and mayoral offices to ask about employees’ affiliations with employee resource groups, and the perceived benefits of membership. The department would then be required to utilize the feedback received from these assessments to create and distribute guidance to all municipal employees on how they can organize their own employee resource group. The department would also be required to publish and maintain a list of all existing employee resource groups across city agencies and mayoral offices, and to update such list annually.
