Methodology: Bills that were filed at the end of a session are checked for re-introduction. The New York City Council does not have a direct link between bills in different sessions. Bills are counted as re-introduced if the Title, Name or Summary of a bill matches exactly in two back to back sessions, even if the bill text is different.
